Can you pass on the right to make a right turn at an intersection?

Q. Why does the law allow passing on the right at the intersection of Cathy Road and Carolina Beach Road for vehicles making a right turn headed south when there is no right turn lane?

A. It is illegal to pass someone on the right side of the road, said Lt. Jerry Brewer, of the New Hanover County Sheriff’s Office.

“That being said, it is difficult to stop everyone who makes minor traffic violations,” Brewer said. “Deputies issue citations for traffic violations but have to prioritize a given work day with answering calls for service and emergency traffic.”
