Q. How much money in impact fees to be used for county schools has New Hanover County collected from developers since the last education bond?

A. State law says that New Hanover County, like the rest of the state, can’t collect impact fees, said Lisa Wurtzbacher, the county’s finance director.

Cities and counties do have the authority to “limit and manage development where there are inadequate public facilities,” Wurtzbacher said.

But that authority doesn’t include collecting impact fees. The only way that could happen is if the legislature specifically authorizes it, Wurtzbacher said.
