Could DOT lease out the blank backside of road signs on I-40 for ads?

Q. Could the DOT possibly lease out the blank backside of road signs on Interstate 40 and use the proceeds to fund road projects? Seems like even though in the opposite lane it could be used for Bullet Point ads.

A. Advertising messages are not allowed to be attached to any traffic control devices including signs and traffic signals, said Katherine Hite, traffic engineer for the N.C. Department of Transportation Division 3.

“This restriction comes from the Manual on Uniform Traffic Control Devices, which NCDOT is required to adhere to when installing and maintaining all traffic control devices,” Hite said.
