Is there a noise ordinance for garbage trucks?

Q. Is there a noise ordinance for garbage trucks?  Waste Management empties dumpsters at the doctor offices near my home at 3:30 am on Monday mornings.

A. The City of Wilmington has a noise ordinance, but it does not directly address this concern.

“The statutes do not prescribe specific types of vehicles such as trash trucks but rather focus on the level of noise from any source,” said Malissa Talbert, communications manager for the City of Wilmington. The ordinance does this by measuring decibel levels in residential areas, and rules are stricter during overnight hours.
