When was Spartanburg Avenue paved to Dow Road in Carolina Beach?

The reader also wanted to know the name of the U.S. Army Corps of Engineers official who signed off on the paving project.

The answer:

“Based on my review of aerial photos, Spartanburg has been paved since at least 1993,” said Jennifer S. Frye, enforcement project manager for the Wilmington District of the U.S. Army Corps of Engineers.

The work was apparently done by the town, Frye said.

“I can find no record in our database of any regulatory action for this project,” Frye said.

Spartanburg Avenue, she said, is not part of the Corps permit issued to the town for street improvements in the Wilmington Beach area south of the street.

“I suggest the reader contact the town manager for the history of this project,” Frye said.
