Why does the city have permanent portable toilets at Riverfront Park? Why not build a restroom building?

The portable toilets are set up for special events such as Riverfest and the downtown concert series, according to Dylan Lee of the city of Wilmington‘s public information office. There are no permanent portable toilets in Riverfront Park, he added. There is, however, one permanent bathroom facility which contains one men’s restroom with a sink and toilet and one women’s restroom with a sink and toilet. It’s located at the foot of Market Street next to the visitor’s center. There are also two public restrooms in the Market Street Parking Deck.
