Who is responsible for maintaining the parking lots where the county recycling bins are located?

The parking lot is the responsibility of whoever owns the property, said New Hanover County Environmental Management Director John Hubbard.

But Hubbard said if the debris in question involved recyclables that were improperly placed outside the bins, the department will clean it up when employees arrive to haul the recyclables away. Other than that, it’s on the property owner.

“Our department does not perform maintenance or upkeep to the parking lot in general,” Hubbard said.
