According to Wilmington Police Department Cpl. Kevin Smith, each agency has different Standards Operating Procedures directives and policies detailing when in-car recording devices are/should be used. Smith said there is no state-wide law enforcement officer standard directing the use of these devices.
“Most types of these devices turn on automatically when the officer initiates their blue lights — as an example: at traffic stops, priority calls, pursuits, etc. With our agency, once activated with blue lights, it must be kept on until the need to keep it on has ended,” Smith said.
