Its advice:

1. Remove your seatbelt.

2. Help children

3. Put down a window, or break one if you can’t put it down.

4. Exit the car through the window and swim rapidly toward the surface.

The article does state that you shouldn’t try to open the door. It’ll be impossible until the pressure inside the car equals the pressure outside the car (meaning your car will be full of water). By then, it’s probably too late.
