A. When a contractor is required to mill a section of roadway, either for patching or milling or for filling-resurfacing, “the material is taken back to the contractor’s asphalt plant (and) the millings are then utilized in future asphalt mixes,” said Anthony Law, N.C. Department of Transportation District 3 engineer.
