Q. Will the baseball vote in November be a binding referendum or a nonbinding referendum?

A. If Wilmington voters approve the baseball stadium referendum on Nov. 6, it only authorizes the city to issue $37 million in bonds to build a stadium.

“That doesn’t mean you have to spend it,” Deputy City Manager Tony Caudle told city council on Aug. 7. “That doesn’t mean you have to spend all of it.”

If the referendum passes, voters would be giving the city approval to spend tax money to build a stadium. Caudle likened it to a credit card with the city having a $37 million line of credit.

If the referendum passes, the money could only be used for the construction of a stadium.

“We couldn’t go out and pave roads with it,” Caudle said.

If the referendum fails, Mayor Bill Saffo said the city will not pursue building a stadium.

“I think the city council’s been united in this perspective,” Saffo said. “It’s the people’s decision. … We abide by what the people’s wishes are.”
