Why is there some kind of water barrier in the river near the convention center?

Q. Why is there some kind of water barrier in the river between the PPD building and the convention center?

MyReporter is stumped! A spokeswoman for the City of Wilmington said the barrier may be related to construction of a nearby marina, but was unsure who the owner or builder of the structure was. The barrier, though, is definitely not related to a city project.
