Why was Independence extension never repaved after it was widened to four lanes?

During the design of Independence Boulevard Widening Phase II in 2005 and 2006, “The existing street section was considered to be in decent condition and would not need improvement,” said Bret D. Russell, construction manager for the city of Wilmington.

“With that said, the recent project was able to mill and overlay substantial portions of that existing pavement to provide smoother transitions and tie-ins, while remaining within budget,” Russell said.
