Q. Do Charter or Time Warner have any immediate plans to expand services to the neighborhoods off Headwaters Road in Hamptstead? Specifically, Majestic Oaks and The Manor at Mill Creek?

A. The short answer is no. “We don’t have any plans to build in those areas at this time,” said Keith Poston, communications director for Time Warner Cable.

Charter Communications offered a slightly longer explanation. “There are many factors that determine serviceability for developing areas such as this, including distance to existing Charter plant and costs associated with building out an area,” said senior communications manager Kristina Hill. “After carefully evaluating Majestic Oaks and The Manor at Mill Creek against this criteria, it comes down a business decision, e.g. the cost of building what would essentially be a standalone cable system for these communities. As you know, both communities are still in a developing phase and do not yet have enough residents to justify the considerable investment for a build-out. We will of course continue to monitor these areas as the population increases to determine future serviceability.

“If Charter services are highly desired among current residents, the homeowners associations for Majestic Oaks and The Manor at Mill Creek do have the option of absorbing the investment for service build-outs among current residents,” she added.
