Individual property owners own the land all the way to the Cape Fear River. Some of the land is owned by individuals or businesses, and some is owned by the federal, state and local governments.

Roger Bullock, chief of navigation for the U.S. Army Corps of Engineers, explained it best.

The shipping channel in the Cape Fear River is federal domain, and the state of North Carolina owns the river. The owners’ property deeds will define the exact property line, but owners can build out to the harbor line, Bullock said.

The river bank is not public domain like the oceanfront is, Bullock added.
