Q. There’s a new lane for U-turns on Carolina Beach Road between Willoughby Park Court and Silver Lake Road. It looks as though it’s ready to use, but it’s been blocked off for a month or more. I’m wondering why it isn’t open and/or when it will be open?
A. The remaining U-turn the reader refers to “has several utility conflicts within the pavement area of the bulb turnout,” said Lydia C. McKeel, Department of Transportation resident engineer in the Division 3 construction section.
McKeel said one of them is a power pole that was installed inside the bulb turnout during the middle of construction. The other is a manhole in the proposed pavement.
“We are working with the contractor and the utility companies to have these utilities moved out of pavement, but do not have an exact date when this will occur,” McKeel said. “When the power pole has been removed, the contractor can move forward with relocating the manhole. Until this is done, we cannot safely open that crossover to traffic.”
