No it isn’t, according to the Center for Immigration Studies.
In fact, there is no sanctuary city in North Carolina, according to the organization’s website. In 2015, former Gov. Pat McCrory signed a law banning sanctuary cities in North Carolina.
The organization defines a “sanctuary” as a municipality, county or state that has “laws, ordinances, regulations, resolutions, policies, or other practices that obstruct immigration enforcement and shield criminals from (Immigration and Customs Enforcement) — either by refusing to or prohibiting agencies from complying with ICE detainers, imposing unreasonable conditions on detainer acceptance, denying ICE access to interview incarcerated aliens, or otherwise impeding communication or information exchanges between their personnel and federal immigration officers.”
