According to Brent Wilson, Coastal EcoRegion Supervisor of the North Carolina Wildlife Resources Commission, the area is outside the city municipal boundaries and, according to the county parcel data, it is owned by the federal government as part of the Sunny Point Ammunition Terminal buffer.
