According to the Port of Wilmington, they aren’t on the port’s property — they belong to Kinder Morgan.
So we contacted the city of Wilmington. Here was spokeswoman Malissa Talbert’s answer:
“If the property is located within the city limits, the property owner is generally responsible for maintaining it, along with anything on it. Anyone who has a concern (or) complaint should call the city’s Code Enforcement Office at 341-3266 and a city staff member will go out and do an initial inspection to determine if further action needs to be taken. We tried to go ahead and look into this site, but could not identify which property/site was in question without additional information.”
