Q. The road leading into the Monkey Junction shopping center needs to be striped. I asked the manager at Walmart if the store was responsible to have the roads done and he didn’t seem to think they were responsible. It’s very dangerous, especially when there are two lanes making the left turn into the shopping center.
A. The N.C. Department of Transportation jurisdiction for striping at signalized intersections ends at the right of way line, according to Division 3 Traffic Engineer Jessi Leonard.
A screenshot of the area from the New Hanover County GIS, from the land records section of the county Tax Department, indicates the location of the right of way line for entering traffic “is the responsibility of the property owner,” Leonard said.
“When we have had to reach out about repairing pavement to avoid damage to our signal detector loops, we have dealt with a property management company. We will do some research and try to get a contact for this property,” Leonard said. “We can reach out to them with a recommendation to stripe this to avoid safety concerns. However, we do not have the ability to force them to do this.”
