Why is there no way to enter Lincoln Forest from Independence Mall?

Lincoln Forest, the neighborhood behind Independence Mall, is approximately bordered by Halifax, Sweetbriar and Fordham roads. According to Helen Lewis, general manager for Independence Mall, there is an access point to the mall on Fordham Road, near Halifax Road and in front of the Chipotle Mexican Grill in the adjoining shopping center.

In 2001, because of concern on behalf of Lincoln Forest residents that drivers would use the neighborhood as a short cut, Wilmington traffic officials installed impediments to prevent them from turning right onto Fordham, into Lincoln Forest. It is possible to turn left, Lewis said.
