How does the NC Department of Transportation decide which roads to repave and prioritize when to pave them?

The decision regarding resurfacing of the secondary roads falls to the applicable county maintenance engineer, said Robert Vause, N.C. DOT Division 3 maintenance engineer.

Engineers “take into account the pavement condition rating, funding, average daily traffic count, and overall need for the county in making these determinations,” Vause said.
