Topsail Beach and Carolina Beach are the only local beaches that allow horseback riding, but there are stipulations.
Horses are allowed at Carolina Beach’s Freeman Park from Oct. 1 through March 31 only. Riding is allowed only during daylight hours, and riders are not allowed to walk or ride on the sand dunes or disturb the fencing and signs. No renting of horses, horseback riding tours or any commercial related horse activities are allowed at Freeman Park.
Topsail Beach allows horses from Oct. 1 through March 30. The only access point to the beach strand for horses is at Drum Avenue. Horses are allowed on the beach from 8:30 a.m. to sundown. A person must have a permit in order to take a horse on the beach. Single-day permits for Topsail Beach property owners are $5. The fee is $10 for non-property owners. A season pass for Topsail Beach property owners is $25. The fee is $50 for non-property owners.
