Why can a New Hanover County School bus turn right at a busy stop sign but not turn right on red?

According to the North Carolina Department of Transportation “Handbook for School Bus Drivers,” school buses must stop and wait for the green light before proceeding. It states, “do not turn right on red.”

Ken Nance, New Hanover County Schools director of transportation, said, “Stoplights are usually put at the busiest intersections for safety reasons. That is the basis for buses not being able to turn right on red.”
