Gerard M. Taylor, county maintenance engineer for the state Department of Transportation, said the reader may be referring to a silt fence along various section of the roadway from a recent roadway widening project.
“The silt fence will be removed upon permanent vegetation being established. Hence, (it will be removed) when the winter months yield to the spring and summer growing season,” Taylor said.

Before the contractors widened Covil Farm Rd the areas in question were covered with grass. Your answer with regard to future groundcover sounds like that the silk screens will be removed when weeds will take over,as opposed to planting sod. What will it be–sod or weeds?
