Q. When the Military Cutoff Road extension gets built through residential and park spaces, will there be noise barriers built in these areas?
A. A noise study has been completed for the entire U-4751 project area, said Gary Lovering, an Eastern Region project engineer with the N.C. Department of Transportation.
Project U-4751 is an extension of Military Cutoff Road from Market Street (U.S. 17 Business) to the U.S. 17 Wilmington Bypass (John Jay Burney Jr. Freeway).
Noise walls located only within “certain areas” on the U-4751 project, Lovering said.
“Noise walls will not be placed within the Ogden Park area because there are no homes. Some residential areas on the project will receive noise walls if the criteria is met,” he said.
Noise studies are done to set the location of these walls for any given project, meaning certain criteria has to be met to receive a noise wall, Lovering said.
The N.C. DOT Traffic Noise and Air Quality group does the noise studies.
“We are finalizing wall locations at this time for the Military Road Extension,” Lovering said.

The walls speak to the noise level, however not the air quality. This story needs to be expanded.
How far will the road be from the Ogden dog park back fence that the road will parallel.
How many cars will travel the road on any given day?
I would be concerned for not only my safety but for my dog’s safety as well. Because there are no houses does not mean there shouldn’t be additional concerns. If the wooden stakes with the pink flags indicate how close the road will be to the fence–it shows a total disregard for safety. Most people using the park spend at least an hour there each day. It’s a quiet social gathering for dogs and people. The decision to back the road bumped up to the dog park showed a total lack of respect. Some options for moving the park or rearranging it to avoid fumes needs to be considered.
