In the early 1900s the small settlement of Holly Shelter was located between Burgaw and Maple Hill in Pender County. It took its name from the Holly family.
In 1939 a large tract of the area land was transferred from the then owner, Pender County [Map this] Board of Education, to the state. The reallocation of 38,500 acres resulted in the creation of what was first known as the Holly Shelter Wildlife Refuge. It is now referred to as Holly Shelter Game Land.
