Why do homeowners who live in Willoughby Park have to pay city vehicle tax when they don’t live in city limits?

Willoughby Park is part of Wilmington, said Dylan Lee, city spokesman. Lee said the section voluntarily annexed in 1997, but is one of several “noncontiguous areas that are part of the City of Wilmington due to voluntary annexations.” As voluntarily annexed residents, the city council did not approve annexation, Lee said. Willoughby Park residents are considered Wilmington residents and receive full city services and the taxes that apply to them, he said.
