Did the contractors who painted the Cape Fear Memorial Bridge pay a fine for not completing the project on time?

N.C. Department of Transportation officials said contractors weren’t fined for not completing the painting project on time, but some of their final payment was withheld.

Jack Provost said $384,000 was docked from the contractor’s final payment, in something the department calls “liquidated damages” because of the missed deadline.

For those unfamiliar, the painting project started in spring 2010 and had periods of inactivity in the winter months because it was too cold to paint.

Provost said the project was completed in June 2012.
