Why was Carolina Beach’s former police chief rewriting policies his last two weeks on the job?

Q. Why was the Kurt Bartley, the former chief of police at Carolina Beach, rewriting the department policies during his last two weeks on the job? That seems like something a new chief would do after they take over.

A. Several of the town’s policies needed updating, and those changes were in the works before Bartley retired, said Assistant Town Manager Ed Parvin.
