Q. Why is there not a leading left turn lane off northbound Carolina Beach Road onto Independence Boulevard going toward River Road? A leading turn lane, left or right, goes first before ongoing traffic travels through an intersection.

A. The signal is a state signal, but maintenance and timing is overseen by the city of Wilmington, said Jessi Booker, deputy traffic engineer of N.C. Department of Transportation Division 3.

To answer the question, Booker got some input from Denys Vielkanowitz, city signal systems engineer.

“In order for a leading left turn to be in place, there must be a protected left turn phase. Typically, protected left turns are warranted based on the number of left turns compared to the number of opposing through movements,” Booker said.

She said guidelines have been developed to help N.C. DOT justify additional phases and keep the intersection working as efficiently as possible, since each additional phase holds other traffic in red lights for a longer period of time.

“After speaking with (Vielkanowitz), the northbound movement has not warranted a protected left turn phase when it has been reviewed in the past. However, if someone would like to have this location looked at again in the future because they feel that there have been changes in the components of the intersection, we would be more than willing to have this location re-evaluated,” Booker said.
