Why do some convenience store let you buy a lottery ticket using a debit card while others will not? What is the final ruling?

Whether debit cards are acceptable forms of payment is left to the retailer’s discretion, according to the N.C. Education Lottery. Tickets cannot be purchased by credit card. Acceptable forms of payment include cash, check, debit card, and gift card at the retailer’s discretion.
