Are there any places in the area that teach infant/toddler water safety?

There are a few here in town.

The YMCA, located at 2710 Market St, has a Saturday session for two different age groups: Tots (ages 6 months to 2 years) and Pikes (ages 2-4 years). Both are water adjustment classes helping the youngsters through use of songs, games, and other fun activities. The 30-minute classes cost $60 for YMCA members and $80 for those without memberships. The YWCA also has similar programs. They are running four two-week sessions during the summer months. The parent/infant class (ages 6 months to 2 years) teaches the child to feel comfortable around the water and experience supported movement. They do require the parent to be in the water also, and that the child wear a swim diaper. The aqua tot program (ages 3-4) teaches floating, breath control, as well as the coordination of arms and legs in the water.
