Who is responsible for the upkeep of Carolina Beach Road outside the Armed Forces Reserve Center?

Q. Who is responsible for the upkeep of the road outside of the Armed Forces Reserve Center on Carolina Beach Road? The city or whomever needs to mow the grass by the road for our military. The area is an eyesore.

A. Uncle Sam, apparently.

The property owner is responsible for upkeep of property up to the road, city spokesman Dylan Lee said.

Lee referred to a Wilmington city ordinance, which states: “Every owner or occupant of any lot fronting upon any street in the city shall keep the sidewalk in front of such lot and the area between the property line and curb line or edge of roadway clean and clear of all weeds and other vegetation, shall keep any grass cut and shall keep street drains and street gutters open and free from obstructions.”
