Why is the DOT digging holes on 74/76 between Leland and Riegelwood?

What is the DOT doing to 74/76 between Leland and Riegelwood?  Why are they digging such deep holes just to patch?

According to N.C. DOT engineer Amanda Glynn, that section of U.S. 74-76 was originally concrete pavement. Many years ago, the stretch was repaved with asphalt. The contractor is now repairing the old concrete pavement joints, then will repave the section, providing for a much smoother surface.
