According to Lt. George Perkins of the Wilmington Police Department, trespassing is when someone is where they have been told by the property that can not be there, or they refuse to leave after being told to do so or they enter an area that is blocked off or fenced off to keep people out. The department only has two types of loitering, for prostitution or for drug sales.
