Swartville Road is not maintained by either the N.C. Department of Transportation or New Hanover County.
A DOT official said that the road may be maintained by either the developer or a homeowners association.
The public can petition the DOT to add a road to the state highway system.
To qualify for acceptance to the system, the roadway must meet the requirements of the N.C. General Statutes, N.C. Administrative Code, minimum subdivision construction standards and local ordinances.
