Mike Kozlosky, the executive director of the Wilmington Urban Area Metropolitan Planning Organization, answered this question:
“South Front Street is currently designated as part of the North Carolina Bicycling Highways 3 and 5. The North Carolina Department of Transportation was resurfacing South Front Street and adjustments to the pavement markings allowed for the installation of bicycle lanes as part of this resurfacing. The installation of these bicycle lanes is consistent with the Complete Streets policy that was adopted by the Wilmington MPO. The Transportation Advisory Committee adopted a resolution on December 16, 2009 requesting the installation of these bicycle lanes on South Front Street as part of the NCDOT resurfacing project. The bicycle lanes will help to improve mobility and safety for cyclists in the community.”
In an interview, Kozlosky said the bicycle lane runs along Front Street from the Cape Fear Memorial Bridge to Burnett Boulevard, about a one mile stretch, because that is where the resurfacing work was done.
