Why doesn’t N.C. DOT repair the damaged guard rail near the bridge?

The full question:

“Why does the N.C. Department of Transportation or the city of Wilmington not repair the damaged guard rail and remove the dry concrete spilled on the road between the Cape Fear Memorial Bridge and Third Street? It is so unsightly!”

And the answer:

The N.C. Department of Transportation was “unaware” of the damaged guard rail and the concrete on the road at the Cape Fear Memorial Bridge, agency spokeswoman Tammy Stewart said.

“We have looked at the site and plan to repair the guard rail and remove the concrete over the next two weeks, weather permitting,” Stewart said.
