Why was Harley Drive off of Market Street not paved, while roads on either side were?

Harley Drive is a privately maintained road, city of Wilmington spokesman Dylan Lee said. Green Meadows Drive and Judges Road – on either side of Harley – are maintained by the N.C. Department of Transportation and were paved by the N.C. DOT during the summer of 2011.

“None of these are maintained by the city,” Lee said.
