Wilmington spokeswoman Malissa Talbert explained that at the time of the last analysis there were not enough vehicles turning from northbound Carolina Beach Road to eastbound Independence Boulevard to warrant a dedicated left-turn arrow.
Pointing out that this survey was made prior to the Independence Boulevard widening project, Talbert said that effort increased the intersection’s capacity, speeding the flow of vehicles in all directions and reducing time spent waiting.

I bet Malissa Talbert hasn’t tried to make this turn at 5:15 PM this time of the year. You can’t see a thing with the sun setting and it’s one of the tougest turns in all of Wilmington.
There will be a death there soon and that rational won’t seem real smart.
So how would a left turn arrow help if you can’t see it?
