Why wasn’t the Willowick development required to landscape before opening?

“The required landscaping for the Park at Willowick project consists of approximately 60 street trees and the preservation of a perimeter buffer along Navaho Trail and abutting the adjacent single-family lots. The perimeter buffer exists, and consistent with other projects, the required street trees are being installed as the homes are built. All of the street trees are required to in place prior to issuance of the last certificate of occupancy in Phase 1,” city of Wilmington Planning Manager Ron Satterfield said.
