The original design of the project did not include any resurfacing or sealing for the existing parts, Wilmington city spokeswoman Malissa Talbert said.
“With that said, the city did increase the overall paving limits, especially around the intersections to tie in and level off existing pavements for a better driving surface,” Talbert said.
