The answer is the property owners, according to New Hanover County Planning and Zoning Director Chris O’Keefe.
“The complex answer is that the roads were supposed to be turned over to the state. They never were and over time the roads sustained damage. (N.C.) DOT will not accept damaged roads so until someone fixes them they are either the developer or the homeowner’s responsibility,” O’Keefe said.
Windgate Drive is off Carolina Beach Road. Massive potholes make the road almost impassable and it is only getting worse, the reader who asked this question said. O’Keefe said the county cannot get into the road business, but tried to work with residents a few years ago to collect money and fix the problem.
“We were told that not enough people would participate,” O’Keefe said.
