Are the owners of license plates public information?

Plate owners’ names are not public information. They are protected from release by the federal Driver Privacy Protection Act, said Marge Howell, spokeswoman for the N.C. Department of Motor Vehicles.

“If the reader is interested in seeing whether a personalized plate he used to have is now available, he can call DMV at (919) 715-7000 and ask that it be checked for availability, or he can apply for the plate on the DMV website,” Howell said.

If the plate is not available, the website will inform the person making the inquiry.

Standard plates are not available by request since they are issued in serial order, Howell said.

Some information can be released in some circumstances. The NC DMV form MVR-605A explains what possible exceptions there are.
