The answer:
Officials are aware of the situation but are limited in what they can do about it, city of Wilmington spokeswoman Malissa Talbert said.
“Due to budget cutbacks, we are patching roads like this, but there is little to no money for complete resurfacing,” Talbert said. “We are trying to do the best we can with very limited dollars.”
