The intersection was revised as part of the Federal Park development, said city of Wilmington Traffic Engineer Donald Bennett.
“If the left turns from Peel and Patriot had been allowed, this intersection would have warranted a traffic signal,” Bennett said.
Because the intersection is in close proximity to the signal at College Road and South 17th Street, “it would have been impractical to install a traffic signal and not significantly impact the capacity of 17th Street as well as impacting the operation of College at 17th. Therefore, the developer was required to install the divider island to provide positive restriction of turns from Patriot and Peel,” Bennett said.
