Why aren’t Oakcrest and Oak Leaf drives opened to allow access to Riegel Road?

Riegel Road is on the University of North Carolina Wilmington campus and is considered a private street, city of Wilmington spokeswoman Malissa Talbert said.

“It appears that Oak Leaf and Oakcrest were built as part of a cul-de-sac before Riegel was built. The housing development there occurred before that was part of the city,” Talbert said.
