“This section of Rushing Drive is actually not state maintained, and therefore repaving would be the responsibility of the appropriate developer, homeowners association, etc., that oversees the area,” N.C. Department of Transportation spokeswoman Jennifer Garifo said.
The appropriate developer or HOA should be contacted to determine exactly who is responsible for repaving the road, she added.
“It looks like this is one of those situations where the road is split between state maintenance and local, depending on what section of the road it is,” Garifo said.
