Has the connection of River Road to Lorraine Drive been blocked?

The work is connected to the 1,400-acre RiverLights development, which is in a holding pattern due to the stagnant economy.

“The connection to Lorraine Drive was recommended in the River Road small area plan. The connection of Lorraine Drive is required as part of the RiverLights development agreement,” said Mike Kozlosky, senior transportation planner for the city of Wilmington.

That said, work on the development has been at a standstill for months.

“The project is dormant right now based on market conditions,” New hanover County subdivision planner Sam Burgess said. The area off River Road where RiverLights will be built was voluntarily annexed by the city in May 2009 at the request of developers Newland Communities.

Doug South, Newland Communities project manager, said the project has been delayed by the economic downturn and the slow housing market. Construction of the new portion of

River Road will likely begin by the end of 2011 or early 2012. That time line is still flexible depending on the housing market, South said.
